Generic Fundamentals Examination Section
(GFES) Training
The Generic Fundamentals Examination Section (GFES) is the first in a series of examinations administered by the NRC to reactor operator (RO) and senior reactor operator (SRO) license applicants at U.S. nuclear power plants under the regulatory authority of the NRC. Examinations are administered quarterly in the months of March, June, September, and December of each year. The date of the examination occurs on the first Wednesday, following the first Sunday, in the above months.
SES, Inc. is offering GFES Instructor Services for preparation of nuclear exams which include our own testing and statistical analysis of modular quizes for each module of the three phases of PWR and BWR sections, including a section exam for Reactor Theory, Thermodynamics, and Components. After successful completion of all modules and Section Exams, the student will take an Overall GFES Exam thru SES, Inc. GFES Instruction:
Our instruction can be done by in-person instruction with your testing, in-person our testing, via our live web conferencing your testing, via our live web conferencing our testing, via our challenge exams for our Proctored Section Exams and Proctored Overall GFES Exam tested online at our website.
Schedule: Eight weeks prior to Scheduled NRC GFES Exam.
Work Location: At your facility or our websites https:www.shawneerct.com in conjunction with our Live Online Web Conferencing.
Beginning in 2009 a 100% instructor led distance learning GFES course will be offered. This will offer the utility more flexibility and a lower price. This is not computer based training but an instructor led course with the instructor continuously available conducting live instruction and providing individual input and assistance for each candidate.
Our website also offers proctored exams for the Section and Overall GFES Exam. Our website has the capability of allowing the approved proctor at your facility to select questions from our database or have our database generate a random test. In addition our website allows class analysis of each question and overall class performance for each exam.

Deliverables included with this instruction:
A. A 20 Question quiz for each of the modules for GFES subject areas.
B. A 50 question quiz for each Section.
C. A 50 question quiz for the Overall GFES Exam.
D. The approved Proctor will have online access to setup quiz by each question selection or random generation. The Proctor will also have access to question by question analysis for each student and overall class comparison from one exam to another. This is a viewable and printable analysis report.
Materials: The facilities training materials and procedures shall be used during the presentation of this course of instruction.
Support: The facility shall provide the following:
A. Intranet Access to training department procedures, training material, exam database and other materials as appropriate to this work.
B. A work area at the facility.
C. A facility instructor to provide a technical review of all the weekly quizzes and In-house exam.
Site Access: Unescorted access to the protected area is not required.
Compensation: The fixed cost of these services is a $70,000.00. (There are small variances in price depending upon the facilities location and facility specific requirements.)
Payment schedule: The fixed cost of these services is billable on the following schedule:
1. On or about the first day of instruction one-half the fixed price is billable.
2. On or about the day the in-house exam is administered one-half the fixed price is billable.
Terms of Payment: Invoices payable within 7 days of receipt.

1.0 Introduction
Shawnee Environmental Services, Inc. (SES, INC.) is pleased to submit a proposal to YOUR COMPANY. This proposal is to provide staff augmentation support services.

SES, INC. has developed a state-of-the-art expertise in technical internet Live-On-Line Training Program, support services and staff augmentation personnel.

2.0 Resumes of Key Personnel
The method of selecting key personnel is based on the individual’s qualifications, availability and expression of interest to support your project. SES, INC. has interviewed applicants extensively to identify the people that are willing to mobilize in a timely manner to meet the schedule. It is anticipated that the Sr. RadCon Technician category will comprise the largest skill set. Therefore, more key personnel have been selected for that category.
3.0 Identify the total number of personnel available to support staff augmentation requests
3.1 Available Operations Instructors, Radiation Protection Instructors, Procedure Writers, Radiological Engineers, Industrial Hygiene, and RP Techs/HPs/RCTs.
3.1.1 Local Candidates
SES, INC. has a Live-On-Line Internet HP course that would give future prospects from the local areas YOUR COMPANY sites.
3.1.2 Candidate Training
SES, Inc. would like to require future candidates to have the DOE Core Exam as their main qualification of theory knowledge. This would give YOUR COMPANY easier identification of the skill level of the personnel to be hired.
3.1.3 Close Proximity Candidates
It has been SES, INC.’s experience that utilizing staff augmentation employees from the local region for work at your sites reduces turnover. These people seem to adapt better to your work environment than hiring people who reside elsewhere. We feel concentrating on local region people will benefit the project by lower attrition. This will be especially apparent in the technician categories.

Bartlett Nuclear, Numanco, Marcom, and EG&G Technical Services has hired directly from our graduates of our Radiation Control Technician Training School. We get calls regularly about when the next classes are graduating.
One of the downsides to the staff augmentation concept is difficulty in retaining personnel through the completion of the project. This is a particular concern for technicians.
3.1.8 RETENTION:
SES, INC. proposes to provide a one dollar per hour completion bonus (paid by YOUR COMPANY). This will be paid to technicians that complete the long term project. We feel this will greatly enhance retention and save YOUR COMPANY any additional on-site training expense.
4.0 Detailed Description of How Staff Augmentation will be Provided
4.1. The staff augmentation process will be approached at the point a requirement from YOUR COMPANY is sent to SES, INC...
4.1.1 The first step is to search the database for personnel that have been previously employed by SES, INC. or individuals whose job performance are known from other assignments. We are always most comfortable submitting individuals that have proven themselves to be qualified candidates in the past. SES, INC. prefers to hire people that we know are dependable and qualified.
4.1.2 Next, contact is made with SES, INC. Employees for referrals. Many times individuals with skills similar to the requirement will be acquainted with top performers that may be available. Referrals have proven to be an excellent source for staff augmentation personnel. SES, INC. has a cadre of some of the best contributors in the field. This has been an excellent source of referrals.
4.1.3 Then we contact those candidates that have been identified as possessing the skills to meet the job description or requirement. We discuss the job description with the candidate to determine if there is a match. We discuss the duration of the assignment, compensation, and other specifics that may be important such as housing, transportation, work schedule, and overtime.
4.1.4 Once selected, the candidate is asked to commit to a report date.
4.1.5 Resumes of available personnel are e-mailed to YOUR COMPANY along with a billing rate and travel terms if applicable.
4.1.6 YOUR COMPANY reviews the resumes and selects prospective candidates. The identified individuals are again contacted to verify availability. Generally, a personal interview or telephone interview is arranged at this time with the YOUR COMPANY technical interface. This interview further confirms that there is a match.
4.1.7 YOUR COMPANY selects a person to be brought on board.
4.1.8 The candidate is hired. A new hire packet is completed which includes Rules of Conduct.
